Abstract Objective To establish a set of reasonable and scientific comprehensive management by objective assessment index system of health work under the background of the new medical reform,which can provide reference for the assessment of health administrative departments.Methods Based on the consulting relevant medical reform policies and literatures in recent years,the index system was constructed by Delphi consultation method,and the weight of the index system was determined by boundary value method.Finally the comprehensive management by objective assessment index system of health work was formed.Results An index system was established,including four first-level indicators and nineteen second-level indicators.First-level indicators including corporate management,mandatory tasks of government,industry management and Party building,of which indicator weights were 0.368,0.265,0.158 and 0.209 respectively.Conclusion The index system is scientific and feasible,which can provide theoretical reference and practical guidance for the assessment of comprehensive management by objective system of local health work to a certain extent.
